Armenia is developing a specialized digital system, Hydrodesk, which is expected to transform the approach to collecting and analyzing hydrological data. The AI-supported platform, created under the operational management of the 112 center of Armenia’s Ministry of Internal Affairs, integrates data from hydrological stations, automatically detects dangerous deviations, and displays them on a map. This was reported by Lieutenant Colonel Tatevik Simonyan of Armenia’s Ministry of Internal Affairs.
According to her, the system is designed to operate within a secure network and does not depend on external cloud infrastructure. Hydrodesk is currently in the final stage of preparation before being handed over to the operational team.
From tables to automatic detection of dangerous changes
She said that Hydrodesk covers the full cycle of working with hydrological data. The system records indicators of water level and river discharge, temperature, as well as water levels and volumes in reservoirs.
Structured forms are used for data entry, making it possible to immediately monitor data quality. This should reduce the number of errors typical of manual information processing in spreadsheets. Historical data have also been transferred into the system, making it possible to compare current indicators with previous observation periods.
At the same time, Hydrodesk is not limited to storing information. According to Simonyan, the platform generates an operational dashboard displaying the current readings of all monitoring stations: rivers, temperature points, and reservoirs. The system, she said, automatically detects deviations from historical maximums. This, Simonyan noted, allows staff to more quickly identify potentially dangerous changes, including those related to flood risk, without having to manually review large volumes of data.
An additional tool is a GIS map on which monitoring stations are displayed together with Armenia’s river network, reservoirs, and seven lakes. Thus, any potentially problematic indicator immediately receives a geographic context.

Hydrodesk also includes analytical functions. In particular, the system makes it possible to study the relationship between river discharge and temperature at a specific station over a selected period, she said.
Such analysis can be used to identify patterns, including changes in river runoff associated with temperature conditions.
Another element of the platform is automated report generation, Simonyan said. Hydrodesk creates standardized PDF documents directly based on the data contained in the system. This reduces the amount of manual work and makes it possible to generate reports in a uniform format regardless of which employee prepares them, she noted.
According to Simonyan, before being put into operation, Hydrodesk underwent a number of procedures, including a security audit and an accessibility check.
