Armenia no longer faces a shortage of computing capacity for AI development. This was stated by Tatevik Aslanyan, Deputy Minister of High-Tech Industry and Artificial Intelligence of Armenia.
According to her, until recently, any discussion of Armenia’s competitiveness in the field of AI came with serious reservations.
“For a long time, the honest answer to the question of whether Armenia could compete in the field of artificial intelligence was: yes, we have good engineers and strong universities, but we lack infrastructure and computing capacity. Now that answer is changing,” the deputy minister said.
In recent years, the country has significantly expanded its infrastructure for the development of artificial intelligence and now has the computing resources needed for large-scale deployment of these technologies.
We no longer face a shortage of computing capacity
Aslanyan spoke about the creation of AI factories in Armenia and the development of supercomputing infrastructure. In particular, she mentioned the recently opened Fiber AI factory, launched in cooperation with Nvidia, which, according to her, has given the country its largest volume of GPU capacity to date.
She also noted the Elevate AI project, as well as the computing resources of Yerevan State University and the Institute for Informatics and Automation Problems.
“These are not small capacities, but serious infrastructure specifically created for training and running advanced AI models. And these are just examples — not the full picture. We are going to do much more, and new projects are already emerging,” Aslanyan said.
According to her, the combined output of projects already in operation has given Armenia one of the highest concentrations of GPU computing in the region and, on a per capita basis, one of the highest indicators overall.
“Our limitation was never infrastructure or talent. What we lacked was the computing capacity to put that talent to work at the necessary scale. Now, fortunately, we no longer lack that,” the deputy minister said.
Aslanyan also stressed that Armenia’s competitive advantage lies not only in the development of modern AI infrastructure, but also in the country’s many years of experience in chip design and microelectronics.
The government plans to use AI in public administration
The deputy minister said that the government intends to use artificial intelligence not only to support researchers and startups, but also directly in public administration.
She noted that the Ministry of High-Tech Industry recently changed its name to include artificial intelligence. An AI Office is being established under the ministry, and the AI First principle is planned to be introduced in public administration.
“We are creating an AI Office in our ministry and are going to implement the AI First principle throughout the government,” Aslanyan said.
According to her, this is not about isolated pilot projects, but about the systemic introduction of AI into state institutions — ministries and committees — in order to speed up and improve the quality of public services and modernize the work of the state itself.
At the same time, Aslanyan stressed that the development of AI must be accompanied by the simultaneous management of the risks associated with it.
“We understand that moving forward together with the technology carries real risks. Developing alongside AI means that we must address these risks in parallel, not after the fact,” she concluded.
