8 rules of cyber warfare: The Red Cross sets new rules for hackers

The International Committee of the Red Cross (ICRC) has proposed eight rules for hackers involved in cyber warfare. These rules are designed to ensure the safety of not only the hackers themselves, but also civilians in cyber conflicts.

Here are the eight basic rules proposed by the ICRC:

  1. Do not direct cyber attacks against civilian targets. This includes everything that is not military infrastructure.
  2. Do not use malicious software or other tools that automatically spread and cause uncontrolled damage to both military and civilian targets.
  3. When preparing a cyber attack on a military facility, it is necessary to avoid or minimize the consequences for the civilian population.
  4. Do not conduct cyber operations against medical and humanitarian facilities.
  5. Do not attack objects necessary for the survival of the population or which could release dangerous forces. These can be dams, dams, nuclear power plants and others.
  6. Do not carry out attacks with the aim of causing panic among the population.
  7. Attacks must not violate international humanitarian law.
  8. Follow all the listed rules, even if the enemy does not.

In addition to the rules for hackers, the ICRC also called on states not to support the formation of voluntary cybercriminal associations and to actively combat them.
