YouTube, payment services, and “verbal assurances”: When will Armenia fully digitally integrate?

The Ministry of High-Tech Industry of Armenia has received verbal assurances from YouTube partners that monetization in Armenia is expected by late April or early May 2026. This was announced today, February 16, by Minister Mkhitar Ayrapetyan at a press conference.

The minister recalled that the Armenian government has long negotiated with Google and YouTube to activate the YouTube Partner Program in the country. During a recent visit to Yerevan by U.S. Vice President J.D. Vance, YouTube officially confirmed its readiness to launch a monetization mechanism in Armenia. According to Ayrapetyan, verbal consultations indicated that the activation is anticipated in spring 2026, roughly late April or early May.

Payment Services Integration

Meanwhile, the government is continuing discussions with several global payment services.

• PayPal currently allows transfers in Armenia, but receiving funds remains limited. Negotiations with the company are ongoing to expand full functionality.
• Stripe is still unavailable in Armenia, but authorities are exploring its potential entry following the conclusion of talks.

The minister emphasized that negotiations extend beyond these two companies to other international tech and payment platforms, aiming to strengthen Armenia’s presence on the global digital map.

Leveraging International Cooperation

Ayrapetyan also highlighted the role of the memorandum signed on August 8 between the United States and Armenia, which provides an additional framework for expanding technological cooperation and capitalizing on the country’s digital potential.
