U.S. lawmakers and TikTok are working on a plan under which the app would make changes to data security and governance without requiring its parent company, China-based ByteDance, to sell it, the New York Times reports.

TikTok and the Biden administration have developed a tentative agreement to address national security concerns, but are still deciding on a potential agreement.

TikTok has long been under scrutiny from U.S. lawmakers, who have questioned the Chinese app's protection of user data.
